What applies to this work in Wellesley, Norfolk County: Mass Save, rebates and financing, and the permit. Then the contractors serving the town.

Is Wellesley in Mass Save?

Partly. Wellesley is a municipal light plant town: its electricity comes from the Wellesley Municipal Light Plant, and light plant customers are outside Mass Save's electric program. National Grid, an investor-owned gas company, also serves the town, so a home with a National Grid gas account can use Mass Save through it.

For a heat pump that means it qualifies through the National Grid gas account when it replaces gas heat. Replacing oil, propane or electric heat leaves no participating account, and the light plant's own rebates apply instead.

Wellesley is on the state's list of municipal light plants; Mass Save in municipal light plant towns has the full decision tree.

Heat pump rebates and financing in Wellesley

In Wellesley, Mass Save's heat pump rebates apply only when the heat pump replaces gas heat, on a National Grid gas account: $2,650 per ton, up to $8,500 for a whole-home system and $1,125 per ton, up to $8,500 for a partial-home one in 2026.

The whole-home rebate needs ENERGY STAR cold-climate equipment from the qualified product list, a contractor in the Mass Save Heat Pump Installer Network, and a home that is weatherized first. 59% of Wellesley's homes were built before 1960 (Census ACS 2018-2022), so check the weatherization condition early.

Where the National Grid gas account qualifies the job, the 0% HEAT Loan, up to $25,000 can finance it. A heat pump replacing oil, propane or electric heat goes through the light plant's own rebates instead.

There is no federal tax credit to add: the IRS says the energy efficient home improvement credit (25C) is not allowed for any property placed in service after December 31, 2025.

Do you need a permit for a heat pump, furnace, boiler or AC in Wellesley?

Yes, and which permits depends on the equipment. A gas furnace or boiler needs a gas-fitting permit, which only a licensed plumber or gas fitter can pull. A heat pump burns no fuel, so it needs no gas permit; its wiring needs an electrical permit filed by a licensed electrician, and the equipment a building or mechanical permit from Wellesley, usually pulled by the contractor.

permits.llc carries the rules: its Massachusetts guide to furnace, boiler and AC permits, its guide to permits for a ductless mini split, and the Wellesley Building Department page, with the department's contact and portal. For a sense of volume, permits.llc counts 539 building, mechanical, sheet metal and gas permits filed in Wellesley in October 2025 through September 2026 (its count).
