Painting in Massachusetts: costs, rules and what to expect
Painting in Massachusetts is a short-season, high-labor trade with a lead paint law stricter than the federal one. Exterior work runs from May through October, and established crews book the summer months by early spring. A whole-house interior repaint runs about $4,000 to $12,000 by size and plaster prep, per-room work $400 to $900, and an exterior repaint on a standard single-family $6,000 to $15,000, with three-deckers and ornate Victorians well above that because of staging, trim detail and scraping. Cabinet refinishing, a popular alternative to replacement, runs $3,000 to $8,000, and popcorn ceiling removal $1,500 to $4,000 per typical room set.
Lead is the defining Massachusetts rule. Every home built before 1978 is presumed to have lead paint, and any renovation that disturbs painted surfaces, which includes scraping and sanding for a repaint, requires a Lead-Safe Renovation Contractor license from the Department of Labor Standards under 454 CMR 22, plus containment and cleanup. That is separate from deleading: making a home lead-safe for a child under six requires a licensed deleader and a state inspection, and landlords are strictly liable under the Massachusetts Lead Law. A painter who says lead is not an issue on a 1920 house is either unlicensed or not looking.
The state's housing adds prep work. Plaster and lath walls crack and need skim coating; horsehair plaster ceilings sag; original wood trim has a dozen layers of paint. Cast iron radiators, which most pre-war homes still have, need heat-rated paint and are usually painted in place. Exterior cedar clapboards and shingles hold paint for 7 to 10 years in the state's climate, longer on the north side and shorter on the south and coastal elevations.
Low-VOC products are now the norm because of state air quality rules, and most Massachusetts painters default to them. The other thing to check is insurance: a crew on a 40-foot ladder against a Victorian needs liability and workers' compensation, and a homeowner who hires an uninsured painter carries that risk.
Licensing and permits
Painters need a Home Improvement Contractor registration for residential work. Any surface disturbance on a pre-1978 home requires a Lead-Safe Renovation Contractor license; deleading requires a licensed Deleader. No building permit is needed for painting. Historic district commissions in some towns review exterior colors on designated properties.

Common questions about Painting in Massachusetts
- How much does it cost to paint a house exterior in Massachusetts?
- About $6,000 to $15,000 for a standard single-family, more for three-deckers and detailed Victorians. Lead-safe containment on pre-1978 homes adds to the price and should be listed in the quote.
- How often should a house be painted in New England?
- Every 7 to 10 years for cedar clapboards and shingles, sooner on south-facing and coastal elevations. Good prep and a full primer coat extend the interval more than a premium topcoat does.
- What license does a painter need in Massachusetts?
- A Home Improvement Contractor registration, and on any pre-1978 home a Lead-Safe Renovation Contractor license. Deleading for a child's safety is a separate, licensed activity.
- Can I paint over lead paint?
- Intact lead paint can be encapsulated with an approved product, but scraping or sanding it requires lead-safe practices and a licensed contractor. Making a home lead-safe for a child under six requires a licensed deleader.
- Should I paint my cast iron radiators?
- Yes if they are chipping or rusting; use a heat-rated paint and a light coat so the radiator still gives off heat. Most Massachusetts painters do them in place with the heat off.
