Needham requires a building permit for HVAC system replacement, processed through the town Building Department, and a separate electrical permit through the Wiring Inspector for any new circuits — which is essentially every heat pump install. Inspections typically run rough electrical first, then a final once the equipment is in. Properties in or near a local historic district or with wetlands frontage along the Charles can need additional Conservation Commission review for outdoor unit placement, so plan a few extra weeks on those sites.

Costs in Needham track the higher end of the Boston metro band because of the larger homes and the demand for clean, finished installs. A whole-home cold-climate heat pump retrofit typically lands in the $25,000–$38,000 range before rebates, single-zone ductless mini-splits run roughly $5,000–$8,500 installed, and a like-for-like gas boiler swap is usually $8,000–$13,000. Multi-zone ducted retrofits in larger Colonials can push north of $40,000 once you account for refrigerant routing across multiple floors.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential hvac work; ask for the registration number and check it before paying a deposit.
