The Massachusetts building code requires a permit for any HVAC system replacement, and in Bellingham those filings go through the town Building Department. A heat pump install also needs a separate electrical permit, pulled by a licensed electrician, for the new dedicated circuits. Licensed contractors generally handle the mechanical permit and inspection scheduling as part of the project. Bellingham doesn't have the dense downtown historic districts of older mill towns, so most replacements in its suburban neighborhoods move through permitting without the extra exterior-review steps those areas can trigger.

Bellingham sits in the Boston metro's southwestern fringe near the Rhode Island border, where HVAC pricing runs moderate — below the city core but above central and western Massachusetts. A like-for-like gas furnace replacement typically runs $6,000 to $10,000; adding central AC to an existing forced-air system often lands around $7,000 to $13,000; and a whole-home ducted heat pump conversion commonly falls between $16,000 and $28,000 before rebates. Homes with existing usable ductwork generally cost less to convert than those needing all-new distribution.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential hvac work; ask for the registration number and check it before paying a deposit.
