Franklin requires a permit for any HVAC system replacement or new installation, processed through the town Building Department, with a separate electrical permit through the Wiring Inspector for new circuits. Heat pump installs almost always involve both. Standard permits typically issue in a week or two; inspections are usually scheduled in two phases — rough electrical first, then a final after equipment commissioning. For homes on private septic, the contractor will need to be careful about exterior unit and condensate-line placement relative to leach fields.

Franklin sits in the mid-tier of Massachusetts HVAC pricing — lower than the inner Boston suburbs but above the Worcester County average. A whole-home cold-climate heat pump retrofit in a typical Franklin Colonial runs roughly $20,000–$32,000 before rebates, a single-zone ductless mini-split is $4,500–$7,500 installed, and a like-for-like gas furnace replacement falls in the $6,500–$10,000 range. Boiler swaps in older downtown homes run higher, typically $7,500–$12,000 depending on venting and chimney conditions.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential hvac work; ask for the registration number and check it before paying a deposit.
