Rebates and financing for a new roof in North Andover

Mass Save doesn't pay for the roof itself: its insulation and windows offers cover insulation, air sealing and windows, and roofing is not on the HEAT Loan's list of eligible measures.

The insulation can be covered: after a Home Energy Assessment, Mass Save pays 75 to 100 percent of approved insulation and air sealing in North Andover. Attics are part of it, so book the assessment before the roof work starts.

Do you need a permit for a new roof in North Andover?

Yes. Re-roofing is not exempt under the Massachusetts building code, so North Andover expects a building permit, usually pulled by the contractor. 53% of North Andover's homes were built before 1980 (Census ACS 2018-2022), and work that disturbs paint in a home built before 1978 has to follow the lead-safe renovation rules.

permits.llc carries the rules: its Massachusetts guide to the permit for a new roof and the North Andover Building Department page, with the department's contact and portal. For a sense of volume, permits.llc counts 655 building permits filed in North Andover in October 2025 through September 2026 (its count).
