- Paint failure locks moisture in. Cedar and pine trim only work when the finish is intact. Once paint fails on the top edge and end cuts, water gets into the end grain and cannot get out. If your house was built before 1978 and any of the trim being disturbed has painted surfaces, the federal Renovation, Repair, and Painting rule (40 CFR Part 745, Subpart E) applies to the contractor doing the work.
