Douglas's Building Department requires a building permit for any kitchen or bath remodel that touches structure, walls, or fixtures, with separate plumbing, electrical, and gas permits from licensed trades. In-footprint reviews are straightforward. With many homes on septic, adding a bathroom or fixtures can trigger a Title 5 review through the Board of Health, and outlying properties near Douglas State Forest, Wallum Lake, or wetlands can draw Conservation Commission review. Homes built before 1978 fall under federal RRP lead-safe rules, adding roughly $1,500–$5,000 to qualifying projects, though much of Douglas's stock is newer and exempt.

Douglas sits in the central Massachusetts cost band, below Boston-metro pricing. Mid-range bath remodels run $16,000–$29,000, with primary baths $28,000–$50,000. Mid-range kitchens land at $31,000–$57,000, and high-end semi-custom or custom work runs $60,000–$115,000. Because much of the stock is newer, demolition surprises are less common than in older valley mill towns, though septic and conservation requirements can add cost on rural lots.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential kitchen & bath remodel work; ask for the registration number and check it before paying a deposit.
