Pepperell issues building permits through its Building / Inspectional Services Department at Town Hall, with separate plumbing, electrical, and gas permits required when fixtures are relocated; standard residential remodels typically clear in one to two weeks. Rural homes on private septic may need a Title 5 review through the Board of Health when fixtures are added. The older mill-village housing predates 1978, so EPA RRP lead-safe practices apply, with full Massachusetts deleading rules where a child under six lives in the home.

Pepperell runs in the northern-Middlesex/Nashua Valley band — below Boston metro, above central Massachusetts. A mid-range bath remodel typically runs $15,000–$28,000, with full gut jobs into the mid-$30,000s. Kitchens generally land $28,000–$54,000 mid-range, climbing into the $60,000s for custom cabinetry. The main cost drivers are the age of the village housing — rewiring, supply-line replacement, panel upgrades — plus any septic work fixture additions require in the rural areas.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential kitchen & bath remodel work; ask for the registration number and check it before paying a deposit.
