Retaining walls over four feet require a building permit and engineering — common on the rolling, rocky terrain — and pools, significant regrading, and stormwater work need permits. Larger subdivision and clearing projects can also trigger stormwater review. Routine mowing, mulching, and planting on existing lawn outside buffers does not require permitting.
