Blackstone's Building Department requires a building permit for any kitchen or bath remodel that touches structure, walls, or fixtures, with separate plumbing, electrical, and gas permits from licensed trades. In the older village stock, expect inspectors to look closely at framing and outdated wiring. Outlying homes on septic can trigger a Title 5 review through the Board of Health when a bath adds fixtures, and work near the Blackstone River or wetlands can draw Conservation Commission review. With most of the stock built before 1978, federal RRP lead-safe rules apply broadly, adding roughly $1,500–$5,000 to qualifying projects.

Blackstone sits in the central Massachusetts cost band, below Boston-metro pricing. Mid-range bath remodels run $15,000–$27,000, with primary baths $26,000–$46,000. Mid-range kitchens land at $29,000–$53,000, and high-end semi-custom or custom work runs $55,000–$105,000. The older housing is the wild card — knob-and-tube, galvanized supply lines, and out-of-square floors routinely add cost that newer-stock towns rarely see, so build a contingency into any mill-village project.
