Webster requires a building permit for any HVAC system replacement, filed with the town Building Department. Heat pump retrofits need a separate electrical permit for the dedicated circuits and outdoor disconnect. Permits are usually reviewed within a few business days, and reputable contractors handle the filings and inspections as part of the job. In two- and three-family homes near the center, expect a permit per unit when separate systems are installed, and confirm the electrical service can carry the added heat pump load.

HVAC costs in Webster run below the eastern-Massachusetts average thanks to lower central-Massachusetts labor rates. A full whole-home heat pump retrofit generally runs $16,000–$27,000 before rebates; a single-zone ductless mini-split is usually $4,500–$7,500 installed; a like-for-like gas boiler or furnace replacement falls around $7,000–$12,000. Homes with usable existing ductwork can land at the lower end of the retrofit range, while older multi-families with several zones run higher.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential hvac work; ask for the registration number and check it before paying a deposit.
