Massachusetts requires no paving license, but your residential contractor must be Home Improvement Contractor (HIC) registered, with a Construction Supervisor License for structural grading or retaining work — common on Newton's longer, sometimes sloped drives. The DPW issues curb-cut and street-opening permits and inspects the apron. For expanded paved areas, Newton's stormwater rules may apply, and near the Charles the Conservation Commission can require review.
