Standard flooring installation and refinishing do not require a permit in Harwich. Subfloor repair that involves cutting or sistering floor joists requires a permit from the Harwich Building Department. All flooring contractors working in Harwich must hold a valid Massachusetts HIC registration. Given the number of seasonal properties in town, some homeowners coordinate projects remotely, which makes confirming contractor licensing especially important.

Harwich is in the Barnstable County Cape Cod market, where contractor travel time and the seasonal demand spike (projects often scheduled for late spring before peak rental season) push prices above mainland eastern MA. Hardwood refinishing runs roughly $3.50–$5.50 per sq ft; new hardwood installation $8–$14 per sq ft installed; LVP $4–$7 per sq ft. Subfloor repairs over crawlspaces are more frequent here than inland towns and add $1.50–$4 per sq ft. Chatham and Orleans draw the same contractor pool, so quotes are in a similar range.

Massachusetts requires a written contract and a Home Improvement Contractor registration for most residential flooring work; ask for the registration number and check it before paying a deposit.
