Chelmsford, MA Contractors: HVAC, Roofing, Plumbing & More

Chelmsford is Lowell's western suburb, framed by Routes 3 and 495 with the village centers of Vinal Square and Chelmsford Center anchoring its neighborhoods around Russell Mill Pond. It's a town of about 36,200, with housing that leans heavily toward mid-century homes and colonial subdivisions built as Boston's commuter belt pushed north and west.

That housing mix sets the HVAC pattern. Many mid-century ranches and capes were built with oil or gas boilers and no central air, so ductless mini-splits and partial heat pump installs are common upgrades. The colonial subdivisions, often built with forced-air systems, are better suited to full ducted heat pump retrofits when the old furnace or AC reaches end of life.

Chelmsford is in National Grid electric territory, so homeowners here qualify for the full Mass Save rebate program. In recent rebate cycles, whole-home heat pump installs have qualified for up to $8,500 ($2,650 per ton) back when paired with the required home energy assessment, while partial heat pump and ductless mini-split systems typically qualify for smaller rebates in the $2,500–$6,000 range. The free Mass Save Home Energy Assessment, available to National Grid customers, is usually the first step — it unlocks the larger heat pump rebates and often surfaces insulation and air-sealing work subsidized at 75% or more. Eligible homeowners can also use the 0% Mass Save HEAT Loan, which finances up to $25,000 of qualifying equipment interest-free, making the upfront cost of a heat pump far easier to manage.

Massachusetts requires a permit for any HVAC system replacement, and Chelmsford's building department handles the review. A heat pump retrofit also needs a separate electrical permit for the new condenser circuits, pulled by a licensed electrician. Older homes near Chelmsford Center and around Russell Mill Pond sometimes need a panel upgrade to carry the added heat pump load, which National Grid coordinates. Standard permits turn around quickly, and reputable contractors fold both the building and electrical permits into the project scope.

Building permits for work in Chelmsford go through the Chelmsford Building Department; see the Chelmsford Building Department’s contact, portal and who pulls the permit on permits.llc.
